Reentry Employment and Transitional Jobs logic model
Each year about 1,300 people return to the county from state prison and jail sentences of 90 days or more. Within 3 years, roughly 4 in 10 are reincarcerated, and those without stable work in the first 6 months return at the highest rates.
Inputs
- In-reach agreements with the state department of corrections and the county jail
- Transitional jobs crews with a social enterprise partner paying at least the local minimum wage
- Case managers and a job developer with employer relationships
- Funds for IDs, work clothing, transit passes and record-clearing legal help
Activities
- Begin case planning 90 days before release
- Place participants in paid transitional jobs within 10 days of release
- Provide cognitive behavioral programming and job readiness workshops
- Help participants apply for record expungement or sealing where eligible
- Match job-ready participants with fair-chance employers
Outputs
- 210 participants enrolled pre-release each year
- 170 participants placed in transitional jobs
- 95 record-clearing petitions filed
- 38 fair-chance employers sign hiring agreements
Short-term outcomes
- 80% of enrollees start a transitional job within 10 days of release
- Participants obtain state ID and complete job readiness training
Intermediate outcomes
- 60% of participants placed in unsubsidized employment within 6 months
- 70% of those placed retain employment for 2 consecutive quarters
Long-term impact
- Three-year reincarceration rate among participants falls below the county baseline
- Higher household earnings and stable housing for returning residents
