ELIXIR CONSUMERS + HRSA Electronic Handbooks
Prepare Section 330 and other HRSA application content, progress reports and UDS narratives.
- Setup
- About 15 minutes
- Connection
- File package export. EHBs does not accept third-party writes, so ELIXIR CONSUMERS produces narrative PDFs, form response text organized by HRSA form and a submission checklist. HRSA opportunity data is read from the public Grants.gov APIs, and Notices of Award you upload are parsed for budget periods and reporting deadlines.
HRSA uses Electronic Handbooks (EHBs) for many application second phases and for post-award work: progress reports, noncompeting continuations and prior approval requests. ELIXIR CONSUMERS drafts project narratives, program-specific form responses and continuation narratives from your health center data, and exports them for the staff member with the right EHBs role to enter and submit.
What syncs
| Direction | Object | Detail |
|---|---|---|
| <- Inbound | HRSA NOFOs | Grants.gov and EHBs phase deadlines, page limits and review criteria for each HRSA opportunity. |
| <- Inbound | Notices of Award | Budget period, project period, terms and conditions, and due dates for progress reports and continuations. |
| <- Inbound | Program data | Patient counts, service area and quality measures you export from your EHR or UDS workbook, stored in the vault. |
| -> Outbound | Project narrative | Need, response, collaboration, evaluative measures, resources and capabilities, and governance sections, checked against page limits. |
| -> Outbound | Continuation narratives | Progress narrative and budget justification drafts for noncompeting continuation submissions. |
Grant workflows it powers
- Draft a Service Area Competition narrative that pulls the latest UDS figures from your vault instead of last cycle's numbers.
- Prepare a noncompeting continuation progress narrative weeks before it is due, with every figure traced to its source file.
- Keep the board governance and sliding fee discount descriptions consistent across applications and site visit materials.
Data security posture
- Only aggregate, de-identified program measures belong in the vault; ELIXIR CONSUMERS does not need patient-level data and does not ask for it.
- No EHBs or HHS login credentials are stored.
- Each export is tied to the named user who generated it in the audit log.

Questions, answered
Can ELIXIR CONSUMERS submit to EHBs?
No. EHBs submissions are made by staff with the right role in your organization's EHBs account. ELIXIR CONSUMERS prepares the content for them.
Does ELIXIR CONSUMERS need access to patient records?
No. Drafting uses aggregate measures such as total patients, visits and quality measure rates. Keep patient-level data in your EHR.
Does it help with the UDS report itself?
ELIXIR CONSUMERS does not file UDS tables. It helps with the narrative work around them and reuses your reported UDS figures in applications and progress reports so the numbers match.
